I have set the graphics on max settings but the game still looks blurry and low quality. I have a decent GPU that can handle the max graphics. any fix for this?

Did you check your screen resolution? It might be on 720p or 1080p if you have a 1440p screen.

I was able to fix the problem by increasing the "Dynamic Resolution FPS Target" to 100. It is under Performance Tab for those who encounter the same problem...
Changing resolution didn't help but thanks @gilbert942
